[eeps] EEP: add mnesia:read/2

Hi,

We think the EEP's and the EEP process should be restricted to changes
and new functions
in the language and standard libraries (kernel, stdlib, compiler).

Suggestions in other areas will be treated in a more informal way and
we don't need EEP's for them.
