[eeps] EEP 24 -- F/N converts to {F,N} in *all* directives

I have no objection if Erlang "directives" are changed in the proposed
way as in EEP 24, so far as I understand.

I would like to know, however, what is the "directives" (forgive me for
such a primitive question but I am not an Erlang expert).  I would like
to know whether the definition of the "directives" is the same as
"module attributes" as described in
http://www.erlang.org/doc/reference_manual/modules.html#4.2
