[eeps] EEP 9 review

Hi,

In the past week I have not had a single new comment on EEP 9 and
prior to that most comments were positive. All comments and remarks I
have received have been acted upon in the latest revision, which is
revision 30.

I would now like to submit the EEP for a review by the committee as
per the instructions in EEP 1.
